Go to: Server Manager // Tools // Computer Management // System Tools // Local Users and Groups // Users
Right-click in the open space and choose New User
Enter the Username, the Password twice and choose the desired security options
Click Create
Go to Computer Management // System Tools // Local Users and Groups // Groups
Double click the Remote Desktop Users
Click the Add button and enter the username you just created in the Object field
Click Ok, Apply, and then OK again.
